Check the following steps one by one, if User Manager WEB interface is not displayed.

correct address of User Manager WEB interface is used, http://USER_MANAGER_Router_IP_Address/userman

correct User Manager port number is used, User Manager port number is configured on 'ip service' for www service. If port configuration is changed to alternative port, e.g. port=1234 then use http://USER_MANAGER_Router_IP_Address:1234/userman

Ensure that firewall on User Manager, on your workstation and on the way between User Manager and workstation does not block communication with User Manager.

At least one customer required to access User Manager WEB interface
